Glossary

Constitution: Constitution is the supreme law of a country, serving as a guide for creating other laws and regulations. It outlines the political principles, structure, hierarchy, positions, and limitations of the government's power and establishes
Law:a collection of legally binding rules processed in accordance with Decree Number Nine (9) of the Supreme Leader of the De Facto Authority (DFA), named Law or Osulnama.
  1. Civil: Legal rules that regulate private, non-commercial relationships such as property rights, contractual rights, and personal status.
  2. Criminal: Legal rules that address criminal offenses, including but not limited to hudud, qisas, and tazir crimes.
  3. Commercial: Legal provisions that regulate commercial transactions and relationships between merchants, such as rules pertaining to companies, banking, and insurance documents.
A set of binding legal rules issued by the highest authority of the DFA.
  1. Legislative Decree: Refers to a binding legal rule issued by the head of the DFA that outlines rights, obligations, or both.
  2. General: Refers to a section that includes documents containing mandatory legal rules not classified under other subsections.

  1. Procedure: a set of legally binding rules processed in accordance with Decree Number Nine (9) of the Supreme Leader of the De Facto Authority (DFA), named Procedure.
  2. Regulation: a set of legally binding rules prepared according to Decree Number Nine (9) of the leader of the DFA, named Regulation.
Under this category, documents are included that contain legal rules and are outside the framework defined for laws, decrees, and regulations.
  1. Circular: a set of instructions and directives issued by higher authorities to lower authorities for the implementation of a series of orders, ensuring consistency throughout an organization.
  2. Guidance: Refers to a set of guidelines and orders issued by the leader of the DFA or other officials.
  3. Letter: A letter is an official document used for formal communication between offices or authorities to convey important information, make a request, provide instructions, or for other official purposes.
  4. Notice/Announcement: a short message usually used to announce policies and official decisions adopted by departments and published in the media.
  5. Statement: A statement is a means of communication that conveys a person's principles, regulations, or goals to the public. The credibility of a statement is determined by the speaker's authority, and the content presented. Statements are classified into two categories: official and unofficial.
  6. Report: Refers to a document that provides an organized analysis and summary of developments, events, or issues related to a specific area of law.
  7. Bill: Refers to a draft law prepared by an administration of the DFA but has yet to go through the steps outlined in decree number (9) of the DFA leadership.
  8. Judicial verdict: Refers to a formal decision or judgment issued by a judicial authority as a result of a legal or criminal proceeding.
